The Relationship Between Inefficient Management and the Absence of Development Policies Adapted to Local Conditions and the Persistence of Uneven Development on Qeshm Island

Abstract

Objective: This study aimed to determine the relationship between inefficient management and the absence of development policies adapted to local conditions and the persistence of uneven development on Qeshm Island.

Methodology: This applied study employed a descriptive-analytical, survey-based design. The statistical population included adult residents of Qeshm Island as well as managers, experts, local elites, and economic actors familiar with regional development issues. Based on Cochran’s formula, 384 participants were selected using stratified sampling, while purposive sampling was applied to managers and experts. Data were collected using a researcher-developed questionnaire scored on a five-point Likert scale. Content validity was assessed through expert review, construct validity through confirmatory factor analysis, and the overall Cronbach’s alpha coefficient was 0.89. Data were analyzed using SPSS version 26 and AMOS version 24 through Pearson correlation, simple regression, multiple regression, and structural equation modeling.

Findings: Institutional and managerial factors were positively and significantly correlated with uneven development (r=0.65, p<0.001). Simple regression showed that inefficient management and locally inappropriate development policies significantly predicted uneven development (β=0.63, t=13.12, p<0.001, R²=0.40). In multiple regression, institutional and managerial factors were the strongest predictor (β=0.39), while the overall model explained 62% of the variance in uneven development. Structural equation modeling indicated satisfactory model fit (χ²/df=2.14, CFI=0.94, GFI=0.92, RMSEA=0.048). The direct effect of institutional and managerial factors on uneven development was β=0.46, and the final model explained 64% of its variance.

Conclusion: Inefficient management, limited local participation, inadequate transparency, and development policies that are insufficiently adapted to local conditions play a central role in sustaining uneven development on Qeshm Island; therefore, strengthening local governance and designing territorially responsive development policies may reduce regional development disparities.
