Identification of Indicators of Management Policies Based on Organizational Resilience in the Municipalities of Bushehr Province

Abstract

Objective: This study aimed to identify the indicators of management policies based on organizational resilience in the municipalities of Bushehr Province.

Methodology: This applied study employed a qualitative exploratory design using thematic analysis. The participants consisted of 18 senior and middle municipal managers, specialists in urban management, human resource management, and crisis management, as well as university faculty members and researchers with expertise in public administration, urban management, and organizational resilience. Participants were selected through purposive sampling. Data were collected using in-depth semi-structured interviews, and interviewing continued until theoretical saturation was achieved. All interviews were recorded, transcribed verbatim, and analyzed through coding, constant comparison, development of subthemes, and extraction of main themes. The credibility of the findings was enhanced through participant review, peer examination, continuous comparison of the data, and repeated reference to the original interview transcripts.

Findings: The data analysis resulted in 120 final codes, 40 subthemes, and 8 main themes. These themes included resilient leadership and governance, preparedness and crisis management, human capital management and empowerment, organizational learning and knowledge management, structural and process flexibility, sustainable management of resources and capacities, technology, information and smart infrastructure, and environmental interaction and stakeholder management. A total of 574 meaningful references were identified across the interviews. Human capital management and empowerment had the highest frequency with 83 references, followed by resilient leadership and governance with 78 references and environmental interaction and stakeholder management with 76 references.

Conclusion: Organizational resilience in municipalities is a multidimensional, integrated, and dynamic capability that requires coordinated managerial policies across leadership, human resources, organizational structure, technology, resources, learning, crisis management, and stakeholder engagement.
